APPOINTMENT OF A SERVICE PROVIDER TO RENDER PHYSICAL SECURITY GUARDING SERVICES FOR THE OFFICE OF THE VALUER-GENERAL (OVG) FOR A PERIOD OF THIRTY-SIX (36) MONTHS

Overview

Appointment of a service provider to render physical security guarding services for the Office of the Valuer-General (OVG) for 36 months. The contract covers 24/7, 365-day guarding at OVG locations in Pretoria (Praetor Forum and Centre Walk Buildings). Bidders must be PSIRA-accredited, with Grade A for directors, and meet mandatory compliance (COIDA, PSSPF, NBCPSS, Public Liability insurance of at least R1 million). The procurement uses an 80/20 preference system under PPPFA, with a four-phase evaluation including mandatory criteria, functionality, site inspection, and price. A compulsory briefing is scheduled, and bid validity is 90 days.

Requirements

• PSIRA registration (company) and PSIRA Letter of Good Standing; Directors with PSIRA Grade A.
• COIDA Good Standing.
• PSSPF registration and Good Standing.
• NBCPSS registration and Good Standing; compliance with NBCPSS minimum wages.
• Public Liability Insurance minimum R1,000,000 per incident (valid for contract duration).
• Operational presence in Gauteng and an established security control room.
• Demonstrated security guarding experience; track record and references.
• Tax compliance status (SARS PIN/TCS or CSD number).
• Completion of Pricing Schedule (SBD 3.3) and alignment to PSIRA/NBCPSS wage structures.
• Attendance at compulsory briefing; JV documentation if applicable.
• Site inspection phase requirements (office infrastructure, capacity, uniforms, fleet) with a 70/100 threshold to move to pricing.
• Confidentiality and information handling obligations; confidentiality declarations for personnel.
