APPOINTMENT OF A SERVICE PROVIDER TO RENDER PRESSURE-TESTING AND REPAIR TO LEAKS IN THE SPRINKLER SYSTEM ON A TURNKEY APPROACH AT DEFY SITE 413

Overview

Procurement of a turnkey service provider to conduct pressure-testing and repair leaks in the sprinkler system at Defy Site 413. The contract covers diagnostic, hydraulic diagnosis, remedial design, procurement, mechanical rectification, testing, commissioning and ASIB re-certification of a high‑pressure fire sprinkler installation. Eligible bidders are professional fire-protection/mechanical engineering firms with CIDB 1ME or higher and relevant certifications. Bids must meet tax and supplier pre-qualification requirements (CSD registration, SARS Tax Compliance status or PIN) and CIDB prerequisites; joint ventures must submit separate TCS/PIN per party. The assignment is evaluated on admin compliance, technical functionality, and price with PPPFA preference provisions (SBD forms and CIDB). A mandatory briefing is scheduled prior to submission, and the bid includes SBD 1, SBD 4 and CIDB requirements.

Requirements

• CIDB grading: 1ME or higher.
• Tax compliance: SARS PIN/TCS and CSD registration; joint ventures must provide separate TCS/PIN per party; if no TCS, provide CSD number.
• Complete official forms: SBD 1 and SBD 4; sign SBD 7 if awarded.
• Compliance with PPPFA/GCC; no disqualifying conflicts of interest.
• Turnkey capability: diagnostic, design, procurement, rectification, testing and ASIB re-certification as per TOR.
• Safety and local capacity considerations: adherence to OHS/QA and project-specific health and safety provisions in the evaluation criteria.
