Overview

The contract seeks to appoint a service provider to render professional research services for the compilation of the Municipal Economic Review & Outlook (MERO) report for the 2026/2027 financial year. Open tender by Gauteng Provincial Treasury (GPT). Bidders with economics/econometrics/statistics/data science and local-government economic research experience should bid; deliverables include a MERO report, infographics, PowerPoint summaries, social media content, proofreading/copywriting, and a close-out report (as per Tender document 1, Development Scope).

Requirements

• Project team: Project Manager (postgraduate in Economics/Econometrics/Statistics/Data Science) with 3–5 years local government economic research; Analysts (4) with similar qualifications and 3–5 years; Graphic Designer; Editor. CVs and certified qualifications required; SAQA evaluation needed for international qualifications.
• Compliance: adherence to PFMA, BBBEE, POPIA, and other listed Acts; GPT SCM policy considerations.
• Returnables: returnable CVs/qualifications; Personal Information Processing Consent (see Tender document 1); signed declarations.
• Tax/registration: tax compliance with SARS PIN or a valid TCS; separate TCS for each consortium party; if no TCS but on CSD, provide CSD number.
• Other: two-part bid packs (Section 1 and Section 2) and use of official bid forms; no fax submissions.
