Overview

Procurement of a service provider to decommission the current Chamber PC’s and replace them with tablet PCs and related ICT infrastructure for the GPL, for a period of three years. The GPL seeks to upgrade the Chamber’s ICT infrastructure, including replacement of 130 touch-screen PCs, network cabling, and a control/management solution, with 3-year support and training. Requirements

• Mandatory documents: Full Technical Proposal with hard copy and USB, completed SBD1, Pricing Schedule (SBD 3.3), Bidders Disclosure (SBD4), Preference Point Claim (SBD6.1), company registration docs, director IDs, company profile, and JV/consortium documents if applicable. (GPL007/2027 document)
• Tax and registration: Tax compliance PIN or CSD number (2.2–2.3 of the bid conditions).
• Compliance, security and governance: GPL security clearance for personnel, confidentiality/NDA, potential site access controls, and possible on-site/off-site requirements. Subcontracting limited to 25% and related fronting controls.
• Evaluation criteria: Administrative compliance, then Functionality (minimum threshold), followed by Price and Specific Goals under the 80/20 system.
• Specific contractual and delivery conditions: 4-month installation window with completion by 20 February 2027; 3-year post-installation support; monthly/weekly progress reporting; final handover and training; lifetime of warranties for equipment.
