Overview

The Ingonyama Trust Board invites a service provider to review and enhance its Delegations of Authority (DoA) Framework. Bid is for consultants with governance, compliance, risk, and public-sector DoA experience (minimum ~10 years), capable of delivering a Board-approved DoA framework and matrices aligned to PFMA, King IV, PAJA, POPIA, LRA, BCEA, and related governance standards. The engagement spans roughly four weeks and requires submission via the official bidding process (RFQ ITB/02/09/2026).

Requirements

• At least ten years’ experience in governance, compliance and organisational design; proven DoA framework development in public sector entities.
• Expertise in PFMA, Treasury Regulations, King IV, risk management, internal controls, labour and governance frameworks; access to governance, legal, finance, risk, and organisational development specialists.
• Deliverables include: Inception Report, Project Plan, Legislative/Governance Gap Analysis, Draft and Final DoA Framework, Delegation Matrices, Stakeholder Consultation Report, and Board presentation (RFQ documents).
• Mandatory pre-qualifications and documents: Tax Compliance PIN, SARS verification; CSD number if no TCS PIN; Company Profile; IDs of directors; Company registration; CSD report not older than one month; SBD forms as required (SBD1, SBD3.3, SBD4, SBD6.1, SBD7.1).
• Preference points: 80/20 system with 20 points for Specific Goals (e.g., 100% Black ownership) and related proof (RFQ packaging).
