Overview

Appointment of a service provider to review, assess and evaluate NFVF’s stakeholders. Bidders should have strong stakeholder-management and engagement capabilities, with a minimum of five years’ relevant experience, and assign a Project Manager with five+ years in the field. The work spans about one month, with bid validity of 90 days (RFP12 2026-2027 STAKEHOLDER REVIEW.pdf).

Requirements

• Administrative and regulatory: CSD registration (with CSD report), tax clearance (original), VAT if applicable; compliant with SBDs 1, 2, 3.3, 4, 6.1, 7.1, 8 and 9; joint ventures must include party-specific documents and resolutions; certified copies of company registration; BBBEE certificate.
• Experience and qualifications:
  • Minimum 5 years in stakeholder management/engagement; project leader with 5+ years; CVs for the full team; formal qualifications (PM/Stakeholder Relations/Social Science/MBA or higher).
  • At least three client references for similar stakeholder-review work.
• Deliverables and approach:
  • Stakeholder survey, Stakeholder Matrix, risk/change impact analysis, information-massing plan, Stakeholder Engagement Strategy review, and an internal NFVF workshop.
  • Detailed project plan, method and work plan; clear reporting and communication approach.
• Evaluation readiness:
  • Administrative compliance, functionality (minimum 75/100), price with specific goals (80/20), and presentations for top 3 bidders (as per TOR).

  • Company profile; total bid price (price schedule with VAT/deductibles); certified copies of registration, BBBEE certificate; identity documents for current shareholders; six-month-validity-certified documents.
  • If a Joint Venture: JV agreement, resolutions authorizing signatories, and each party’s CSD/tax details.
  • Pricing: complete SBD 3.3 with all prices, travel and other expenses, and overall total (see SBD 3.3).
• Pre-qualification: CSD registration, tax clearance, BBBEE verification; all documents must be original or certified within 6 months.
