Overview

Appointment of a service provider to review the Provincial Spatial Development Framework (PSDF) for Mpumalanga Province within 14 months. The procured service is consulting in spatial planning (PSDF review) to align with SPLUMA and NSDF. Suitable bidders are multidisciplinary consulting firms with expertise in spatial planning, policy development, land use management, stakeholder engagement, and project management.

Requirements

• Suitably qualified, well-resourced, multi-disciplinary team with experience in PSDF reviews and SPLUMA compliance.
• Demonstrated ability to deliver a 14-month PSDF review for Mpumalanga, including data analysis, stakeholder engagement, and producing a SPLUMA-compliant PSDF aligned with NSDF.
• Capacity to coordinate across provincial plans, departments, and municipalities; deliver phased outputs and documentation.
• Compliance with contract terms and bid documents (GCC, SBD forms); readiness to sign a contract (SBD7) and provide authorized signatories/ resolutions.
• Registration/compliance: register with the Central Supplier Database (CSD) and provide CSD reference numbers on SBD1; provide SARS Tax Compliance Status PIN or tax clearance; adhere to tax requirements.
• Preference points: be prepared to claim points under the 80/20 system (HDI, female, disability, youth, locality) with required proof (SBD6.1).
