Overview

Procurement of a service provider to review and amend the Spatial Planning and Land Use Management (SPLUM) By-Law for Lesedi Local Municipality, Gauteng, for a 10-month period. The bid is issued by the Department of Land Reform and Rural Development (DLRRD) and targets firms or consortia with SACPLAN-registered planners and legal drafting capability. Requirements

• B Degree in Town/Urban/City and Regional Planning; registration as a Professional Planner with SACPLAN.
• A legally qualified practitioner with a law degree (NQF8) and legislative drafting experience; registration with a relevant authority.
• Project management and multi-disciplinary coordination capability; experience in SPLUM policy and by-law development.
• Minimum team: three Town/Urban/Regional Planners (5+ years post-qualification each) and one Legal Practitioner with at least 5–10 years in drafting Acts/by-laws.
• Deliverables experience: final reviewed SPLUM By-Law with schedules, three design concepts, booklets (50 x A6), USB copies, and print-ready artwork.
• Mandatory documents: Tax Clearance (SARS TCC 001), CSD registration, LA1.6 Authority to sign, pricing schedule (SBD 3.3), full CVs and proof of professional registrations, organizational structure, client references, and sign-off authorities.
