Overview

RFQ 074/10/26-27 seeks the appointment of a service provider to review the Water Research Commission's organisational structure to ensure alignment with its mandate, vision, mission, strategy and business processes. Firms with expertise in organisational design, change management, workforce planning, job evaluation, and public-sector governance and BBBEE compliance are encouraged to bid.

Requirements

• Demonstrated experience in organisational design/reviews (5+ similar projects in the last 10 years) with client references; 5+ references recommended.
• Detailed methodology and project plan covering stakeholder engagement, data collection, process mapping (As-Is/To-Be), skills audit, job profiling and change management.
• Project team with CVs, certified Paterson Job Evaluation Practitioner, and relevant qualifications; evidence of experience in organisational design, workforce planning and change management.
• Compliance: valid SARS Tax Clearance/PIN, submission of CSD registration, and BBBEE certificate (or sworn affidavit for EMEs/QSEs); SBD4 and SBD6.1 completed.
• Pricing: fixed all-inclusive lump-sum for each deliverable, VAT-inclusive, with invoicing on completion and acceptance of deliverables.
• Submission documents: official bid Forms (SBD1, SBD4, SBD6.1) plus pricing schedule and supporting documents; bid validity of 90 days.
