Appointment of a service provider to supply and deliver hummer car jump starter (DFFE/ MLRF)

Overview

The Department of Forestry, Fisheries and the Environment (DFFE) / Marine Living Resources Fund (MLRF) intends to appoint a service provider to supply and deliver hummer car jump starters. Bidders with experience in automotive electrical hardware and related procurement should bid, and must be CSD-registered, tax compliant, and able to comply with SBD/SAP requirements. Delivery is required within a defined post‑PO period, with firm pricing and adherence to PPPFA rules.

Requirements

• Register on the Central Supplier Database (CSD) and ensure tax matters are in order; provide Tax Clearance or Tax Compliance Status and CSD/MAAA supplier number.
• Not be in the service of the state (per SBD 4 conditions).
• Complete and submit standard bidding documents (SBD 3.1/3.3, SBD 4, SBD 6.1) and attach compliant proof; include CK1 (entity registration), letters of authority, and certified IDs for directors/shareholders.
• Provide a valid Tax Clearance Certificate; VAT registration details if applicable; include two-part bid (technical and pricing) on firm prices.
• Deliver the HUMMER CAR JUMP STARTER (24V & 12V, 27000mAh) to the specified delivery point within 60 days of PO; payment terms are 30 days after receipt of valid invoice.
• Submit all pricing on the Pricing Schedule with firm prices; adhere to PPPFA evaluation (80/20 or 90/10 depending on value) and provide required proof for any specific-goal preferences.

• Submission deadline: 29 October 2026 at 09:00; electronic submissions accepted via MLRFQUOTATIONS@dffe.gov.za (RFQ RFQ0001305). Do not hand deliver per tender terms.

Notes
