APPOINTMENT OF A SERVICE PROVIDER TO SUPPLY, INSTALL, UPGRADE, SERVICE AND MAINTAIN THE ELECTRONIC SECURITY SYSTEM AND EQUIPMENT IN VARIOUS OFFICES OF THE DEPARTMENT OF EDTEA FOR A PERIOD OF 36 MONTHS.

Overview

Appointment of a service provider to supply, install, upgrade, service and maintain the electronic security systems and equipment in various EDTEA offices for a period of 36 months. This is an RFQ issued by the KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs for a security systems integrator to cover multiple offices (Head Office and regional offices). Bids are invited from capable security/electronic systems providers; compulsory regional briefing sessions are required, and submissions are via a bid box in Pietermaritzburg. Collection of documents is from etenders.gov.za or the department site; closing date is 25 November 2026 at 11:00.

Requirements

• Compliance and registrations: SBD forms; Central Suppliers Database (CSD) registration; SARS Tax Compliance requirements (PIN or TCS); if not TCS, provide CSD number; separate TCS for each JV/consortium member.
• Security/consultancy prerequisites: PSIRA registration for the company; Private Security compliance certificate or entrance letter; Public liability insurance (at least R3,000,000); Provident Fund evidence; accredited professional body certificate; technical certificate; CIPC certificate for HDI ownership disclosure.
• Documentation and evaluation: Complete Parts A–P on the bid document (including SBD 1, SBD 4, SBD 6.1, SBD 3.1, SBD 3.3, pricing schedules, and annexures); mandatory returnable documents and questionnaire replies.
• Briefing and eligibility: Attendance at compulsory official briefing sessions across EDTEA offices (see Annex L in the bid document).
• Contract and process specifics: Contract period 36 months; bid validity 120 days; adherence to PFMA/Supply Chain regulations; price must be firm where indicated; four-stage evaluation (Administrative, Functionality ≥60%, Price and Preference, then price negotiation).

How to Apply

• Attend the compulsory briefing sessions at the venues/dates listed in the bid docs (Annex L).
• Prepare and submit a sealed bid using the official forms (SBD 1, SBD 3.1, SBD 3.3, SBD 4, SBD 6.1, etc.) with Annexures A–D and all returnables.
• Submit by the deadline of 25 November 2026 at 11:00 to the Bid Box at 270 Jabu Ndlovu Street, Pietermaritzburg 3201 (ensure you sign the submission register on delivery).
• Ensure registrations: CSD and SARS/TCS requirements; provide proof if applicable. If a consortium, each party must meet tax and registration requirements.
