Overview

Appointment of a service provider to validate the GPL’s annual performance ratings and verify the costs of associated performance incentives for all GPL employees, for a period ending no later than March 2029. Bidders should be audit firms with experience in performance management validation, Balance Scorecard mechanisms, and hold Institute of Internal Auditors South Africa (IIA SA) registrations; must comply with SCM, CSD/SARS requirements, and security/confidentiality norms. Requirements

• Experience: audit firm with at least two completed employee performance information validations, appeals handling, and incentive verification; provide a minimum of two reference letters.
• Team: minimum of four Consultants who are IIASA-registered Internal Auditors; each with at least three years’ relevant experience; Project Lead with seven+ years’ experience and IIA SA certification.
• Deliverables/Approach: demonstrated Balanced Scorecard methodology application; redacted prior report supporting validation approach; capability to deliver annual validations for Executives, Senior Managers, Middle Managers, Supervisors across three financial years; appeals handling; incentives verification.
• Compliance: complete SBD documents (SBD1, SBD3.3, SBD4, SBD6.1), company registration documents, IDs for directors, company profile; Joint Venture/Consortium documents if applicable; CSD/SARS tax compliance requirements; security clearance and confidentiality obligations.
