Overview

Procurement of a service provider to supply eBooks and hard-copy books to the Department of Science, Technology and Innovation (DSTI). The contract covers library resources for the Knowledge Resource Centre, including both digital and physical titles (e.g., African Origins of Civilisation, African Philosophy, Ubuntu-focused works; see ToR-Books.docx). Suitable bidders are those with library procurement capabilities, eBook content delivery, printing/distribution of physical books, cataloguing experience, and compliance with South Africa’s public-sector procurement rules (SARS tax clearance, CSD registration, BBBEE).

Requirements

• Registration and compliance: Central Supplier Database (CSD) registration or SARS Tax Compliance Status (TCS) PIN; separate TCS/CSD for joint ventures/sub-contractors.
• Documentation: Completed and signed SBD forms (SBD1, SBD4, SBD6.1); POPIA/privacy consent documentation; BBBEE certificate or sworn affidavit (for specific-goals scoring).
• Capability: Detailed company profile showing relevant knowledge/experience and accreditation; ability to supply both eBooks and hard-copy books as specified.
• Compliance: VAT where applicable; no disqualifications due to state-employment rules; compliance with GCC and any applicable special conditions.
• Evaluation criteria: Price (80 points) and Specific Goals (20 points) under the 80/20 framework, with potential preference for EMEs/QSEs and ownership-based goals (as detailed in SBD6.1/PP Regulations 2022).
