Appointment of a Single Estate Agent, Property Management Company, Accommodation Provider, or Service Provider for the Provision and Management of Accommodation Services for at least 90 NECSA Learners placed at Skills Development Centres, Colleges, On-the-Job Training Companies for eleven (11) months. The contract covers sourcing, securing and managing furnished, safe accommodation for up to 98 learners across South Africa, near training sites, with a maximum rate of R5,500 per learner per month (VAT inclusive). The total budget is about R5.93 million. The bidder must be capable of handling leases/agreements, landlord relations, placement logistics, and monthly reporting over 11 months, under Necsa’s standards and policies. Briefing is available (9 Oct 2026) and the closing date is 28 Oct 2026.

Requirements

• Source, secure and manage accommodation for up to 98 learners for 11 months.
• Provide furnished, compliant facilities with utilities, security, backup power/water, and health, safety, and fire-safety measures; ensure compliance with municipal and other standards.
• Deliver lease/partnership documentation: signed Lease/Joint Venture/Consortium/Partnering/Subcontracting Agreement; lead bidder identified; Letter of Intent from property owner; proof of ownership or leasing authority; municipal and health & safety compliance evidence; schedule of facilities (address, beds, distance to training sites, monthly rate).
• Submit monthly occupancy reports and documentation for invoicing; address complaints/incidents timely.
• Pricing must not exceed R5,500 per learner/month (incl. VAT); adhere to the R5.93M budget and provide a Pricing Schedule.
• Past performance: avoidance of contracts terminated by Necsa for poor performance; Necsa may evaluate past performance.
• Compliance requirements: Tax compliance (SARS PIN or CSD), CSD registration if no TCS PIN; BBBEE/verification or sworn affidavit for preferential points; compliance with PFMA SCM Instructions.
• Evaluation factors include price and preference points under the 80/20 or 90/10 framework; applicable procurement policies apply.

How to Apply

• Obtain bid documents (SBD forms, Pricing Schedule, and full ITT) from Necsa (see FIN-SCM-TEN-0253 documents zip/link).
• Prepare response with required documents: lease/agreements, Letter of Intent, property owner confirmation, ownership/lease authority, municipal and health & safety certificates, schedule of facilities, occupancy reporting plan, and pricing.
• Submit by the closing date/time to Necsa Bid Box at Gate 3, Pelindaba (R104 Elias Motsoaledi Street). Include SARS/CSD tax compliance documentation and BBBEE documents as applicable.
• Briefing session is on 9 Oct 2026 (9:00) at the Pelindaba address; participation details to be confirmed in the ITT.
