Overview

Appointment of a Subject Matter Expert (SME) to develop EISA/FISA instruments/exam scripts and marking memos for the Paralegal NQF Level 5 (Credits 330). Bidders should be service providers with proven experience in developing EISA/FISA instruments, exemplars, and marking memos in line with QCTO/QA requirements, and who can supply an SME with at least 3 years’ legal-sector experience (LLB or Occupational Certificate required).

Requirements

• Mandatory qualification: LLB (NQF 8) or Occupational Certificate; SAQA verification for international credentials; copy not older than 6 months.
• Experience: at least 3 years in the legal sector; CV; one or more reference letters confirming prior EISA/FISA or QAS-related work.
• Deliverables: eight (8) unique EISA instruments with marking memoranda/answers, compliant with QAS Addendum; development reports; address moderator feedback; no conflict of interest (cannot also moderate the same qualification or be an accredited SDT provider for the same scope).
• Timeframe: complete eight EISA tools and associated papers within 3 weeks; contract valid until 31 March 2027.
• Compliance and governance: must be registered on CSD (provide CSD No. MAAA…); tax compliance (SARS PIN); POPIA/confidentiality obligations; sign confidentiality agreement; adhere to GCC.
• Evaluation: 100% functionality is required to proceed to the 80/20 price/preference evaluation.
• Reporting: direct reporting to the ETQA Manager; onsite reporting to SASSETA as required.
