Overview

SASSETA seeks to appoint a suitable estate agent or landlord to lease Midrand office space of about 3,600–3,700 m2, for a period to 31 March 2030 with an option to renew based on the SETA license. Open to Estate Agents (registered with PAPRA and holding a Fidelity Fund Certificate) or landlords capable of meeting the specified infrastructure and compliance requirements.

Requirements

• Source a location within 5 km of 74 Waterfall Drive, Midrand, offering 3,600–3,700 m2 usable space.
• Building features: biometric main and basement access, security, basement parking (≥120 bays), open parking (≥20 bays), lift servicing all floors, on-site storage, fibre connectivity, interior/exterior signage, and amenities within 2 km.
• Compliance and mandatory documents (submit proof): OHS certificate, electrical COC, fire COC, occupancy OC, Green Building Council SA certificate (minimum 4-star), lift maintenance proof, PAPRA registration (estate agents), Fidelity Fund Certificate (estate agents), Annexure B (unmodified), complete SBD forms (SBD1, SBD3.3, SBD4, SBD6.1), CSD registration, and POPIA compliance.
• If estate agent: Fidelity Fund Certificate and PAPRA registration; if landlord: PAPRA/Fidelity Fund are not required.
• Minimum site inspection requirement: pass Phase 2 site inspection with a 100% score to proceed (RFP document references scoring criteria).
• Evaluation: Phase 1 compliance, Phase 2 site inspection, Phase 3 price vs. specific goals (80/20 system for bids likely applicable due to value under R50 million).
• Timeframe: contract valid until 31 March 2030 with option to renew; license validity aligned to 31 March 2030 (see Terms of Reference). (RFP - Office.pdf)

• Documents to submit (at minimum):
  • SBD1, SBD3.3, SBD4, SBD6.1 (Part 1–Part 4 of bid pack); initial each GCC page (Annexure A) and return with proposal (Annexure A is in the pack).
  • Annexure B (pricing) intact and fully filled (Annexure B is provided as Annexure-B-Accomodation.xls).
  • CSD registration report; Tax Compliance Status (PIN) or SARS TCS; if applicable, CSD number for bidders not using TCS.
  • For estate agents: PAPRA registration and Fidelity Fund Certificate; for all bidders: Annexure B must reflect all items listed.
  • Annexure B pricing; pricing must be VAT inclusive; provide escalation details as required in Annexure-B-Accomodation.xls.
