APPOINTMENT OF A SUITABLE SERVICE PROVIDER TO COORDINATE ANDClosed

Overview

Procurement of a Programme Management Service Provider to coordinate and manage Compliance Officer Interns under the HR Internship Programme for TV Licence compliance, database enrichment, and revenue recovery for a period of 12 months. The winner will coordinate deployment, supervision, reporting, and process alignment across Gauteng, KwaZulu-Natal and Western Cape, and must suit bidders with field-based operations, HR internship management, and data-management capabilities. Mandatory readiness includes CSD registration, TV Licence statements, tax clearance, BBBEE, company/ownership documentation, and police clearance before contracting.

Requirements

• Central Supplier Database (CSD) registration; valid TV Licence statements for company and directors; valid Tax Clearance; BBBEE certificate or SANAS-affidavit; certified company registration; shareholders’ certificates; directors’ IDs; police clearance before contracting.
• Minimum capability: experience in coordinating multi-province field operations; project manager with at least 3 years’ relevant experience; detailed 12-month execution plan (preferably Gantt-chart).
• National footprint/deployment capacity across Gauteng, KwaZulu-Natal and Western Cape; demonstrated staffing, transport/logistics, and supervision capacity.
• Field-management and reporting systems: daily/weekly/monthly reporting, roster/attendance, data capture, quality assurance, escalation and audit trails; POPIA-compliant reporting.
• Deliverables include daily activity reports, deployment rosters, attendance, weekly consolidated reports, monthly management reports, and milestone tracking.
• Evaluation includes: company track record, project manager CV, national deployment plan, field-management/IT solution demonstration; police clearance; and adherence to specific B-BBEE goals (detailed in Annexure B).
