Overview

Procurement of an external service provider to refurbish the Delft High School science laboratory in the Western Cape. This ATNS RFQ seeks a suitably qualified contractor for a laboratory refurbishment, with online bid submissions via the e-Submission (e-Tender) system. A compulsory site visit is on 24 July 2026. Closing date is 31 July 2026. Bids require CIDB 2GB+ and Western Cape presence, plus standard SARS/COIDA and BBBEE documentation.

Requirements

• CIDB grading: 2GB or higher.
• Located in the Western Cape Province.
• COIDA compliance (Letter of Good Standing) or registered Mutual Association.
• Minimum two reference letters for the refurbishment project.
• CVs and qualifications for key personnel: Site Foreman (Safety Officer/SHE Rep), Project Management qualifications and relevant experience; Construction Management with PM qualifications.
• Evidence of prior refurbishment experience (letters on client letterhead, contact details).
• Compliance documents: as-built drawings, risk assessments, method statements, and training for school staff.
• SABS/chemical-resistant surfaces, COF for plumbing work, and other specified system handover requirements.
• SBD 3.3 Pricing Schedule and SBD 6.1 BBEE documentation as part of bid submission.

• Submission via Online e-Submission (e-Tender) system in two parcels: Parcel A (Administrative & Mandatory) and Parcel B (Price & Specific Goals).
• Include: SBD 3.3 Pricing Schedule, SBD 6.1, CSD Report, CIPC documents, Shareholder Certificates, ID copies of shareholders, and valid BBBEE certificate or sworn affidavit.
• Attach SARS Tax Compliance (PIN valid 60 days) and COIDA documentation; provide proof of Western Cape presence.
• Attend the compulsory site briefing (24 July 2026 at Delft High School).
