APPOINTMENT OF A SUITABLY QUALIFIED SERVICE PROVIDER FOR THE IMPLEMENTATION, MAINTENANCE AND ANNUAL LICENSING OF LABORATORY INFORMATION MANAGEMENT SYSTEM (LIMS) FOR A PERIOD OF THREE (3) YEARS. Vaal Central Water seeks a LIMS partner to implement, maintain and annually license a LIMS for three years, with cloud-based hosting (SaaS) within South Africa. The two SANAS-accredited VCW laboratories require end-to-end LIMS coverage, including instrument integration, data analytics, SOP enforcement, and ERP/SCADA/IRIS interoperability. A compulsory briefing is scheduled (27 Aug 2026); bids close 10 Sep 2026.

Requirements

• Scope: off-the-shelf LIMS with configuration (not bespoke development); project management, technical implementation, training, and ongoing support.
• Technical capabilities: LIMS configuration, instrument integration, data analytics, SOP/workflow automation, audit trails, data encryption, disaster recovery as a service, and cloud hosting with SA data center.
• Compliance and governance: ISO/IEC 17025, POPIA, other GRC requirements; data ownership remains VCW’s; secure data export to DWS IRIS.
• Deliverables: full deployment to VCW labs (Balkfontein and Vaal Gamagara) with end‑to‑end processes, from sample receipt to reporting, including QA/QC, inventory, and method testing workflows.
• Interoperability: future ERP, SCADA, asset management, and IRIS integration capability; data ownership retained by VCW.
• Qualifications and documentation: bidders must submit SBD forms (SBD 1, 3.2, 4, 6.1), CSD registration, tax compliance status (PIN/TCS), BBBEE documentation; adhere to the 80/20 PPPFA framework (price 80, specific goals 20).
• Evaluation: four-stage process—administrative/mandatory; technical (desktop, then live demonstration); combined minimum threshold (80 points) for progression; final price and BBBEE scoring.
