Overview

Appointment of a suitably qualified service provider to review, assess, and enhance SAWS ICT frameworks and standards. The contract is for ICT governance/standards review and enhancement, with a value up to R500,000. Submissions are due 13 October 2026 at 11:00. Responses must be electronic to RFQsubmissions@weathersa.co.za, referencing RFQ 4661/26.

Requirements

• Demonstrable experience in reviewing/assessing ICT frameworks and standards and delivering enhancements.
• Service provider premises with appropriate infrastructure and relevant accreditations; be prepared for a due-diligence site visit.
• Ability to deliver and enter into a Service Level Agreement (SLA) with SAWS; include a performance scorecard.
• Compliance with tax and regulatory requirements (SARS TCS PIN or CSD number; tax clearance as applicable).
• Subcontracting must be supported by a subcontracting arrangement if used.
• B-BBEE status with verifiable documentation to claim specific-goal points (e.g., Level and verification).
• POPIA consent and data protection compliance (POPIA Annexure I) as part of bid submissions.
• Documents to submit: official bid forms and pricing as per Annexure G; POPIA forms (Annexure I); preference forms (Annexure F); specifications/terms (Annexure H); and related SBDs.

• Documents to complete/submit (from attached RFQ): Annexure A (supplier information, BBEE, tax, etc.), Annexure C (SBD 4), Annexure F (Preference Points), Annexure G (Pricing Schedule), Annexure H (Specifications/Terms of Reference), Annexure I (POPIA Supplier Notice and Consent). Pricing must be in ZAR, VAT inclusive; ceiling price and cost-breakdown requested in Annexure G.
• Pre-qualifications/registrations: Tax compliance (PIN or TCS), CSD number if no PIN, and BBEEE verification or sworn affidavit.
• Briefing session: not scheduled or compulsory (per RFQ); no mandatory briefing details.
• Where to obtain bid documents: RFQ 4661/26 documents (see attached PDF).
• Other: The award includes a 60-day validity period after closing. An SLA will form part of the supply agreement; a due-diligence site visit may be conducted; subcontracting proofs required if applicable.
