Appointment of a Transaction Advisor to support the establishment of a fully independent Transmission System Operator SOC Limited (TSO). DBSA invites bids from energy-sector advisory firms with experience in transaction advisory, governance, regulatory interfacing and financing for large-scale electricity market projects to assist in establishing the TSO. SA and international bidders may bid, subject to cross-border/local requirements; bidders must meet CSD, tax compliance (PIN/TCS) and BBBEE requirements as specified in the RFP. Requirements

• Demonstrated experience as a transaction adviser for energy/utility sector projects, preferably involving establishment or governance of an Independent System Operator or similar structure.
• Compliance: registered on the Central Supplier Database (CSD); SARS tax compliance PIN/TCS; BBBEE status (certificate or sworn affidavit); separate TCS/PIN/CSD for each consortium member if applicable.
• Procurement compliance: use official bid forms, two-folder submission (Folder 1: functionality/returnables; Folder 2: pricing); attendance at compulsory briefing.
• Consortium arrangements: if applicable, lead entity designation and details; breakdown of fees/work if multiple members (Annexure H).
• Documentation: provide all compulsory documents and annexures (Annexures A–K) as part of the bid submission.
