Overview

Procurement of a Travel Management Agency (TMC) for the Department of Planning, Monitoring and Evaluation (DPME) for 36 months, including an online booking tool, policy compliance, and cost management. Suitable bidders are government-focused travel management companies with IATA and ASATA accreditation, a Gauteng office, Central Supplier Database (CSD) registration, and SARS tax compliance. The scope covers domestic and international travel, accommodation, car rental, conferences, shuttles, and related services, with strict governance, reporting, and service levels.

Requirements

• Fully capable to deliver all travel services listed in Annexure A1.2 (Service Requirements) 12.3.1–12.3.7 (see Annexure A1.2, “Annexure A 1.2 (Service Requirements)”).
• Relevant certifications: IATA and ASATA licenses (Annexure A1.2; mandatory pre-qual).
• Administrative compliance: register on CSD (MAAA), tax compliance (SARS PIN or CSD-based status) for all parties, and SBD 1/4/6.1 (and 6.2 if applicable).
• Office in Gauteng (staffed during normal hours) for site visits (pre-qualification criteria).
• Audited annual financial statements and CVs of the project team.
• Pricing schedule submitted in a separate envelope (Annexure C; Excel pricing file).
• Compliance with National Treasury/National Treasury rates, cost containment, and travel policy; SLA expectations; data confidentiality.
• Ability to provide an online booking tool with required capabilities, and to support after-hours/emergency services and VIP handling (per Annexure B and Annexure A1.2).
• Supplier due diligence and potential site visit as part of Gate 2 (site presentation) and a potential online tool demonstration (Gate 3).
• B-BBEE compliance (SBD 6.1) and overall governance per PPPFA/FTC rules.

How to Apply
