APPOINTMENT OF A TRAVEL MANAGEMENT COMPANY (TMC) FOR THE PROVISION OF TRAVEL MANAGEMENT SERVICES TO THE SOCIAL HOUSING REGULATORY AUTHORITY (SHRA) FOR A PERIOD OF THREE (3) YEARS WITH AN OPTION TO EXTEND FOR A FURTHER TWO (2) YEARS

Overview

Appointment of a Travel Management Company (TMC) to provide end-to-end travel management services to the SHRA for a 36-month term with a further 2-year extension. Bidders should have government/public-sector travel management experience, be ASATA-licensed, able to deliver end-to-end travel bookings (air, accommodation, car rental, ground transport), invoicing consolidation, reporting, after-hours support, and related value-added services and governance capabilities.

Requirements

• Mandatory ASATA license in the bidder’s name (valid at closing).
• Submit standard bid documents: Invitation to Quote (SBD 1), Pricing Schedule (SBD 3.3), Declaration of Interest (SBD 4), Preference Points (SBD 6.1), and BBBEE certificate.
• Provide at least three verifiable reference letters from government/public entities for travel management services in the last 5 years.
• Demonstrate capability to manage venue bookings (Annexure B) for large events and provide CVs for the Strategic Account Manager, Travel Consultant, and Back Office Administrator.
• Provide evidence of an Electronic Travel Management System and dedicated after-hours/emergency travel capability (3 letters).
• Appoint a dedicated account manager and implement a reporting/monitoring regime; comply with National Treasury cost-containment rates and SHRA travel policy.
• CSD registration validity; be able to operate under an open-book pricing model with no commissions on SHRA volumes and CPI-linked annual escalations.
• Include a 36-month contract with a possible 2-year extension and a transition/implementation plan.
