Overview

Procurement of an audit firm to provide agreed-upon procedures assurance for ATNS for the 2025/26, 2026/27, and 2027/28 financial years. This RFQ (re-advert) seeks an audit firm able to perform agreed-upon procedures on ATNS’ VSAT network financial data, with evaluation spanning administrative, mandatory, functionality, and price/goal criteria. Submissions are online via the e-Submission system (no email submissions). Closing: 14 July 2026 at 11:00 CAT. Bidders must be IRBA-registered, hold a Chartered Accountant (SA) designation, provide CVs and client references, and comply with SARS, CSD, and B-BBEE requirements. Requirements

• IRBA membership/registration for the bidding entity.
• Lead Partner: CV with minimum 2 years’ experience in Income Tax Act, IFRS, PFMA; CA(SA) designation.
• Manager: CV with minimum 2 years’ experience; CA(SA) designation.
• Demonstrated relevant company experience with referees (SOE-like engagements) and written methodology.
• SARS Tax Compliance Status PIN valid for 60 days from submission.
• Central Supplier Database (CSD) registration or proof of application (and separate proof for each JV/consortium member if applicable).
• Pricing schedule completed (SBD 3.3) with year-by-year breakdown.
• Documentation for preference points (SBD 6.1) if claiming; supporting CSD/CIPC/shareholders/ID and B-BBEE as applicable.
• Compliance with confidentiality and POPIA where relevant.

• Submission structure: two main parcels (A: Administrative; B: Functionality) and Parcel C (Price & Specific Goals) via the e-Tender system; ensure SBD 3.3, SBD 4, SBD 6.1, CSD, CIPC, shareholder IDs, and B-BBEE documents are included.
