Overview

Appointment of an engineering consulting firm for design review, contract administration and site supervision for the construction of a bulk water line, bulk sewer line and 20ML reservoirs in Winterveld Ext 3 and 4. Bidders should be engineering consultancies with ECSA-registered professionals, CIDB eligibility, and demonstrated reservoir and bulk water/sewer project experience; full-time staff and compliant corporate registrations are required (see attached document).

Requirements

• Eligibility: must be invited from Contract COO 01-2021/22 (HS10-2026); must have full-time staff; required disciplines with specified staff qualifications and years of post-registration experience; company profile and professional registrations to be submitted (RD.A.8, RD.A.10).
• Key personnel: Project Leader (BSc/BTech Civil, ECSA-Engineer/Technologist, ≥5 years in reservoir design); Civil Engineer (BSc/BTech Civil, ECSA, ≥5 years); Structural Engineer (BSc/BTech Civil, ECSA, ≥5 years); Engineer’s Representative (BSc/BTech Civil, ECSA, ≥3 years).
• Experience: at least one reinforced concrete reservoir project and at least one bulkwater/water/sewer reticulation project.
• Insurance: Professional Indemnity Insurance required.
• Compliance: tax clearance, vendor registration with City of Tshwane, valid B-BBEE certificate (SANAS/IRBA/audit); returnable documents in Part T2; adherence to CIDB/standard specifications; no canvassing; anti-corruption provisions apply.
• Documentation: complete Form of Offer, Part T2 returnables, Pricing Schedule; proof of professional registrations; etc. (as per T1/T2).
