Overview

The SABC seeks to appoint enterprise supplier development (ESD) beneficiaries in the ICT sector under an incubation program. The aim is to empower black-owned EMEs through coaching, market access, and training, with evaluation that can lead to up to ten beneficiaries and ongoing monitoring.

Requirements

• Mandatory criteria: EMEs must operate in ICT and be based in a SABC regional office (by province).
• Required documents: BBBEE certificate or sworn affidavit; SARS PIN/letter of good standing; CIPC registration and good standing; financial statements/management accounts/bank statements for the last 12 months.
• Conditions of participation: willing to attend an interview; sign the ESD agreement; provide all requested documents; late submissions disqualified; SABC may conduct site visits.
• Detailed eligibility (key targeting): Black-owned EMEs (51%+) with youth/women/disabled ownership; rural/underdeveloped area ownership (designated areas); turnover between roughly R30k and R1M per annum; ≤10 permanent employees; ICT-qualified directors; tax matters in order.
• Evaluation: up to 60 points for technical evaluation; criteria include turnover, tax compliance, black ownership, youth/women/disabled ownership, designated area, and a viable business proposal.
• Objective criteria: no active litigation with SABC; not blacklisted or fraudulent; maximum of ten beneficiaries; current beneficiaries may not reapply.

• Documents to submit (reference attached beneficiary table): complete the Beneficiaries table and provide proof of residence; include BBBEE certificate or sworn affidavit, SARS PIN, CIPC documents, financials, VAT reg no if any, CSD number, and sign the ESD agreement.
