Overview

Appointment of events management service providers to be on the Department of Sport, Arts and Culture panel/omnibus for 36 months. This open-tender seeks a group of events management companies capable of planning, coordinating and delivering a wide range of DSAC events (logistics, cultural programming, catering, media/branding, security, transport, etc.) across national and international contexts. Eligible bidders should be experienced, financially capable, and able to operate within DSAC’s mandates; registrations and pre-qualifications (CSD, tax clearance, BBBEE) are required.

Requirements

• 36-month panel with ongoing quotations on a rotation basis; local/provincial focus and preferential procurement considerations apply.
• Functionality evaluation: minimum 70/100 to qualify for the panel; then PPPFA-based price evaluation (80/20 up to R50m, 90/10 above R50m).
• Documentation and qualifications:
  • Minimum of 5 references not older than 3 years.
  • Proof of financial capability and capacity to deliver (including post-event reporting).
  • CSD registration and compliant tax status.
  • BBBEE status certificate (SANAS or registered auditor) or sworn affidavit.
  • Company resolutions/authority to sign contracts; valid contact details; certified IDs for directors; VAT status if registered.
  • Details of shareholders and ownership; separate TCS certificates/PINs for joint ventures/consortia.
• Compliance and governance:
  • Adherence to General Conditions of Contract (GCC) and Special Conditions; supplier due diligence; SSA clearance; non-disclosure obligations.
  • Cash-flow requirement and no advance payments; payment terms 30 days after invoice.
  • Intellectual property owned by DSAC; performance security as specified in the SCC.
• Scope capabilities:
  • Ability to deliver across logistics, cultural programs, catering, media/marketing/branding, content production, transport, security, invitations/accreditations, and other DSAC-mandated activities.
  • Demonstrated capacity to manage multi-faceted events, including national awards, festivals, and large-scale launches.
