Overview

This tender seeks the appointment of internal auditors for Overberg Water Board for a 36-month period. It targets professional service providers capable of delivering a broad internal audit function (financial, performance, operational, IT, etc.) in the water/public sector, with required qualifications (CA/SA, CIA, CISA) and a staffed team covering SCM, HR, Operations, Finance, IT, and project management.

Requirements

• Proven ability to provide a full internal audit function for 36 months, including Financial, Performance, Operational, IT, Forensic, Project Assurance, and CAATs-based reviews.
• Mandatory qualifications and certifications:
  • BBBEE verification from SANAS (EMEs may submit sworn affidavit).
  • CSD registration and Tax Compliance PIN; COIDA certificate.
  • Key team qualifications: CA/SA for project leadership; CIA for Internal Audit Manager; CISA for IT auditor; plus other defined roles.
• Mandatory team composition and experience:
  • Organogram showing resources for SCM, HR, Operations, Finance, IT, Performance, Project Director/Manager, Internal Audit Manager.
  • Minimum years of public/water sector audit experience per role; reference letters (minimum five for evaluation).
• Mandatory documentation and evaluation criteria:
  • Returnable Schedules SBD1, SBD4, SBD6.1, SBD3.2; Company profile; financial statements (2022/23–2025); COIDA; CSD alignment; CVs and organogram.
  • Phase-based evaluation: Functionality (min 75/100), Price (80) and Specific Goals (20) under PPPFA framework.
• Delivery and governance:
  • Adhere to IIA standards; ensure synergy with external auditors; provide skills transfer; report to CEO and Audit Committee.
  • Ability to deliver a three-year internal audit strategy, risk-based annual plans, budgets, and a rolling plan with timelines.

  • Submit one original bid in a sealed envelope at Overberg Water Board’s Corporate Office (Trident Park, 1 Niblick Way, Somerset West) by 07 September 2026, 12:00.
  • Do not submit via telegraph/telex/fax/email; include SBD forms and Returnable Schedules.
  • Include Tax Compliance PIN/CSD printout for each party in a consortium; ensure CSD registration.

  • Returnable SCHEDULE 1 (SBD1), SCHEDULE 2 (Pricing Schedule SBD3.2), SCHEDULE 3 (Declaration of Interest SBD4), SCHEDULE E 4 (Preference Points Claim Form SBD6.1).
  • Company profile, implementation plan, organogram, CVs, portfolio, compulsory documents checklist, special tender conditions.
• Evaluation and expectations:
  • Tender evaluated on four phases: Administrative, Mandatory Requirements, Functionality (min 75/100), Price and Specific Goals (80/20 or 90/10 PPPFA basis as applicable).
  • The lowest acceptable price may not be favored; the contract may be awarded to a bidder not strictly the lowest.
  • Service provider must be available to present the proposal for up to 90 days after closing.

• Other:
  • Pricing is set on an all-inclusive basis with rates per role; payments per deliverable; price validity 120 days; supplier due diligence may be conducted.
