Overview

Appointment of Internet Service Providers to supply and manage Layer 2 fibre and wireless internet services for Alfred Duma Local Municipality for three years, including DNS hosting and inter-building links. Bidders should be qualified ICT/ISP operators with ability to install and support fibre and wireless networks, meet uptime targets, and provide related services (DNS, SLA, site installations). Registration on required systems and relevant certifications (CSD, Tax Clearance, BBBEE) are expected.

Requirements

• Bidders must be registered on the Central Supplier Database (CSD) and provide an up-to-date Tax Clearance Certificate (MBD 2).
• Submit BBBEE certificate or sworn affidavit; JV participants must provide separate tax clearances.
• Provide up-to-date municipal rates/service charges and water statements for the respondent’s location.
• Demonstrate ICT/ISP track record: attach appointment letters/reference letters for relevant projects; show company registration documents.
• Functionality scorecard criteria (no less than 70% overall to progress): number of internet projects completed; years in existence; attach evidence.
• Local presence in Alfred Duma area (RDP/ownership considerations) as part of the points system (80/20).
• Return all forms and documents exactly as issued; include MBD 4, MBD 6.1, MBD 7.2, MBD 8, MBD 9, etc. (see attached bid documents).
• Note: the 80/20 preference system applies; local ownership and HDI status are evaluated.
• Documentation must be provided in full; non-compliance may invalidate the bid.

• Briefing session: compulsory, 25 June 2026 at 10:00, Legal Services Boardroom, 221 Murchison Street (see attached for details).
• Closing/Opening: 14 July 2026 at 11:00, Room 206, Lister Clarence Building, 221 Murchison Street.
• Submission: sealed bids in the bid box at the Public Entrance, Ground Floor, Lister Clarence Building; no fax/email submissions.
• Documents to submit: original bid on official bid document; include up-to-date municipal statements, CSD, Tax Clearance, BBBEE certificate, JV agreements (if any), and required MBD forms.
• Bid validity: 120 days from closing; prices must be fixed for the contract duration.
