Overview

RFB to appoint law firms to a panel of Legal Service Providers for 3 years with an option to extend for 2 years. Bidders should be law firms duly registered with the Legal Practice Council, with capacity to provide broad legal services across civil/commercial litigation, regulatory matters, corporate, tax, property, and related areas (per 3.3 Scope).

Requirements

• Mandatory qualifications (Phase 1): letter of good standing for all directors/practicing team, Fidelity Fund Certificate for all directors, Admission Certificate, CSD registration, and a Valid Tax Compliance Certificate.
• Central Supplier Database: registered on CSD with proof (copy of CSD report) by closing; must maintain compliance.
• Functionality: bid phases 2A (Conveyancing/Notarial) and 2B (All Other). Must achieve at least 70% for each phase bid; separate evaluations if bidding for both.
• Experience and team: minimum 10+ years for the team leader; 3–6 years for other team members; CVs; at least 3 signed, contactable references for relevant work within 6 years.
• Transformation: include candidate attorneys, persons with disabilities, youth and women where possible.
• Delivery capacity: evidence of adequate resources and a regional office footprint; fidelity fund certificate; certificates of good standing.
• Compliance and format: submit Part 1–7 documents, SBD forms (1, 3.3, 4, 6.1), CSD/TAX, and updated references; adhere to GCC/SCC.

• Submission deadline: 11 Sept 2026 at 11:00 (closing time).
• Submission method: ONE hard copy plus a soft copy on USB, in a sealed envelope; no fax or email submissions.
• Where to deliver: SHRA office, Sunnyside Office Park, Sentinel House, 3rd Floor, 32 Princess of Wales Terrace, Parktown (address in RFB).
• Documents to submit: complete the Invitaton to Bid (SBD 1), Pricing Schedule (SBD 3.3), Declaration of Interest (SBD 4), and relevant bid documents; provide CSD report and Tax Compliance; provide team CVs and at least 3 references; Annexure B rates (hourly/daily tariffs). • Briefing session: not compulsory.
• Pre-qualifications: ensure CSD registration, tax clearance, LPC good standing, Fidelity Fund, and admission certificates.
• Notes: bids are valid for 120 days; rotation of panel members applies; no guaranteed workload; CPI+1% annual rate adjustments apply to outer years.
