Overview

Appointment of main banker and other financial services for the City of Cape Town. The City seeks a single (per section) or multiple bidders to provide: transactional banking services (Section 1), bank-listed beneficiary/electronic validation (Section 2), lead arranger and debt sponsor for municipal bonds (Section 3), and custodian of securities for approved fund managers (Section 4). Contract duration is 60 months from start (not before 1 April 2028). Bidders may tender for one or more sections.

Requirements

• Eligibility: prove SARB registration, FSCA registration, and Banks Act registration (for relevant sections); Section 4 additionally requires STRATE and JSE registrations.
• Tax compliance: valid SARS Tax Compliance Status PIN; separate PINs for each JV party.
• CCT supplier pre-qualifications: registration on CCT Supplier Database and on National Treasury CSD.
• Declarations: conflict of interest, declarations of interest for state employees, Independent Bid Determination, and other SCM compliance documents.
• Section 3 (Lead Arranger and Debt Sponsor) requires minimum functionality score of 70/100 (via specific criteria and schedules 15A/15B); samples may be required.
• Documentation: provide all returnable documents (Schedules F.1–F.14 and related annexures) and any required evidence with tender submission or on request.
• Other: compliance with SCM Policy, no abuse, and ability to meet contract terms.

• Clarification meeting: non-compulsory, 6 October 2026 at 12:00 via Teams.
• Submission: sealed tender envelope to Tender Box 191, Civic Centre, 12 Hertzog Boulevard, Cape Town, by closing on 23 October 2026 at 10:00.
• Documents to submit: completed Form of Offer and Acceptance, returnable documents (incl. Section 1–4 eligibility proofs, JV arrangements if any, tax PINs, and proof of registrations), and any required schedules (e.g., Schedule F.14 for appeals if applicable).
