APPOINTMENT OF MULTIPLE STRATEGIC FUNDING PARTNERS TO SUPPORT STRUCTURED FINANCIAL ASSISTANCE TO MICRO, SMALL AND MEDIUM ENTERPRISES (MSMEs) FOR A PERIOD OF 36 MONTHS

Overview

LEDA seeks proposals to appoint a panel of strategic funding partners to provide structured financial assistance to MSMEs in Limpopo Province for 36 months. Suitable bidders include financial institutions, development finance institutions, commercial banks, private funding institutions, fintechs, impact investors, investment funds and enterprise finance organisations with regulatory licenses and capacity to offer working capital, asset, project and supplier-chain finance, as well as non-financial support and blended finance solutions.

Requirements

Completed bid submission form and declarations; CSD registration; regulatory licenses where applicable; tax compliance status (PIN) and VAT details; B-BBEE certificate or sworn affidavit; evidence of capital/funding sources; audited financial statements (last 3 years) or equivalent; and relevant experience with contracts of R100m+.
Technical proposal detailing partnership model, risk management, governance, implementation plan, and reporting; completed financial proposal and pricing schedules.
Evidence of regulatory standing (FSCA/NCR or equivalent), organisational capacity, and references; due diligence material as specified.

Submission method: one original hard copy and one electronic PDF on USB; documents must be deposited in the tender box at LEDA and/or submitted as per bid documents.
Required documents: completed SBD forms (SBD1, SBD4, etc.), CSD registration, tax status PIN, company/regulatory licenses, consortium agreements if any, and pricing schedules (Schedules A–D).
