Overview

APPOINTMENT OF NOT MORE THAN 3 PROFESSIONAL SERVICE PROVIDERS TO UNDERTAKE PROJECT PACKAGING AND FUNDING MOBILISATION FOR MUNICIPAL INFRASTRUCTURE PROJECTS FOR A PERIOD OF 36 MONTHS. Open-tender for service providers with capabilities in project packaging, funding mobilisation, and public infrastructure financing; required qualifications include relevant CIDB grading and professional registrations (e.g., Pr.Eng, ECSA), plus a proven track record in funding public-sector infrastructure.

Requirements

• Maximum of three service providers on a panel, at risk, for 36 months; Phase 4 contingent on funded projects (see Terms of Reference).
• Four-phase scope: Phase 1–3 at provider’s cost; Phase 4 funded on securing funding (see Terms of Reference).
• Deliverables across phases: inception/work plan, project pipeline, packaging documentation, funding applications, monthly/quarterly reporting (see Terms of Reference).
• Key personnel must meet functionality criteria (CIDB rating, professional registrations, CVs); includes a Project Finance/Funding Specialist (CA(SA)/CFA/MBA or equivalent, 10+ years).
• Remuneration: no fees for Phases 1–3; Phase 3 is a success fee tied to secured funding; Phase 4 fees per ECSA guideline; pricing must be in MBD 3.1 (inclusive of VAT).
• Duration and governance: 3-year contract with annual review; Service Level Agreement to be finalised within 14 days of acceptance.
• Equity and procurement: 80/20 price-preferential framework; 20 equity points (women, youth, disabled, locality, Black ownership, B-BBEE).
• Documentation and compliance: CIDB grading; professional indemnity insurance; ISO 9001 QMS; CK/CM certificates; Form MBD 1, 2, 3.1; authority for signatory; JV/consortium agreements if applicable (see documents).
• Intellectual property: all deliverables become Municipality’s property; confidentiality obligations.
