Overview

The Mbombela Local Municipality calls for a professional service provider to compile/update water and sewer models, and develop master plans for a 3-year period. Bids from capable consulting engineers with water/wastewater modelling and master-planning expertise are sought (see COM111-2025 Water and Sewer Models and Master Plans.pdf for details). Tender validity is 120 days; closing date is 3 August 2026.

Requirements

• Tax and financial compliance: valid Tax Compliance Status, SARS good standing; COIDA good standing with approved insurer; proof of motor/occupational insurances as required.
• Corporate standing: CSD full report (not summary), Company Registration Certificate, proof of municipal rates/taxes for directors and company, lease/RES where applicable.
• B-BBEE: certified copy or sworn affidavit for B-BBEE.
• Financials: audited financial statements for the last 3 years (plus annual financial statements); JV partners must provide for all members.
• Professional indemnity: minimum cover of R3,000,000.
• Registrations: CIDB (if applicable per tender notes) and active Central Supplier Database listing; authority for signatory.
• Qualifications/tech capability: proof of software licences for water/sewer modelling (e.g., Wadiso/Sawson) and for financial data analysis (e.g., Swift).
• Returnable documentation: completed forms (e.g., Forms A–V as applicable) and declarations; evidence of good standing with COIDA and tax authorities.
• Additional: proof of residential/business address alignment with municipal rates; relevant declarations regarding conflicts of interest and previous state contracts.

How to Apply

• Submission deadline: 3 August 2026 at 11:00. Submissions after this time will not be considered.
• Submission method: sealed bid in an envelope clearly marked with “BID NUMBER COM111/2025” and description; place in the bid box at Mbombela Civic Centre, 1 Nel Street, Mbombela 1200. Bids may be submitted 24/7, but must be in before 11:00 on closing date.
• Documents to complete/submit: Tax Compliance Status, B-BBEE certificate or affidavit, municipal rates/taxes statements for business and directors, CSD full report, company registration, and other returnable documents listed in the bid documents (see COM111-2025.pdf). Include proof of COIDA, PI insurance, audited financial statements, and proof of software licences.
• Pre-qualifications: registration on CSD and good standing with SARS; proof of financial resources and professional indemnity; authority for signatory; no defaulter status.
• Briefing: no briefing session will be conducted.
