APPOINTMENT OF PROFESSIONAL SERVICE PROVIDER/S FOR BALANCE SHEET SUBSTANTIATION, PREVENTATIVE FINANCIAL CONTROLS AND BUSINESS TRANSFORMATION ADVISORY SERVICES FOR THE IDCClosed

Overview

The IDC seeks to appoint professional service provider/s for Balance Sheet Substantiation, preventative financial controls and business transformation advisory services. Bidders with senior finance transformation experience, balance sheet substantiation design/implementation, IT controls, process automation, data governance and related certifications should consider bidding.

Requirements

• Proposals may cover one or more service categories. Category 1 requires design/implementation of a Balance Sheet Substantiation Framework; Category 2 covers enhancements to preventative financial controls (IT-dependent, automated and manual); Category 3 covers business transformation (process optimisation, data strategy, finance partnering). Minimum three client references per category in the last five years are required, plus qualified project teams (e.g., Project Lead and specialists with accounting/finance backgrounds).
• Compliance documents: tax compliance (SARS), CSD registration, B-BBEE documentation, and POPIA compliance as applicable (Annexures 3–8).
• Returnable schedules: Cover Page, Schedule 1–4 (including Annexures 1–8), and supporting CVs and team details (Annexure 1/2).
• Evaluation: Phase 1 compliance; Phase 2 technical/functional (mandatory requirements; overall minimum 70% to proceed); Phase 3 Preference (Price 80, B-BBEE 20); Phase 4 objective criteria (risk, past performance, financial capacity).
• Specific goals: promote emerging black-owned entities; partnership/subcontracting proposals may be considered for B-BBEE scoring (Section 12.3).

• Submission deadline: 07 Aug 2026 at 11:00. Responses must be submitted electronically via IDC’s tender portal/SharePoint link (see RFP T42/07/26) and must follow the format in Section 1–4 of the attached documents.

• Pre-qualification: CSD registration or SARS Tax Compliance PIN; B-BBEE certificate or sworn affidavit for EMEs/QSEs; Joint Ventures/Consortiums must provide details for each member (Annexure 2).
