Overview

APPOINTMENT OF PROFESSIONAL TOWN- AND REGIONAL PLANNERS PANEL FOR MOSSEL BAY MUNICIPALITY. A 3-year panel of planning consultants to provide town- and regional planning services (spatial planning, development management, urban design, etc.) for Mossel Bay and Garden Route District. Bidders should be SACPLAN-registered planners with relevant town/ regional planning expertise, capable of operating within the municipal area and meeting local procurement rules.

Requirements

• SACPLAN registration (Professional/lead planner) for evaluation.
• Tax Compliance Status Pin (SARS) for all bidders or each JV member.
• CIDB registration number if applicable.
• Proof of locality (e.g., municipal rates accounts, lease, or address documents) to earn locality points.
• Letter of Good Standing from the Compensation Commissioner.
• Central Supplier Database registration (CSD).
• Authorized signatory with board/partner resolutions; sign the bid document in black ink.
• Complete bid documents without unauthorised alterations; include company CVs and appointment letters/reference letters for claimed experience.
• Site/information briefing attendance (mandatory).
• Tender documents for all required MBD forms (e.g., MBD1, MBD4, MBD5, MBD6.1, MBD8, MBD9) and contract sections.

How to Apply

• Submission deadline: 27 November 2026 at 12:00 (closing time) via sealed envelope in the Mossel Bay Town Hall tender box; post/delivery allowed but not email/fax.
• Documents to submit: fully completed original bid document including the required MBD forms and declarations (as per Section 3–4 of the tender documents).
• Registration/pre-qualifications: Central Supplier Database, SARS Tax Clearance Pin (and for consortia, each member), CIDB (if applicable), Letter of Good Standing, and proof of locality.
• Briefing: compulsory site/information briefing session (details in documents; attendance mandatory).
• Where to obtain bid documents: from Mossel Bay Municipality or via www.mosselbay.gov.za; hard copies available for R280 per set; EFT details from esnyders@mosselbay.gov.za.
• Attachments: ensure a signed resolution for authorised signatory; include JVs’ agreements if applicable.
