Overview

APPOINTMENT OF REPUTABLE PRINT MEDIA ADVERTISING AGENCY / SERVICE PROVIDER(S) FOR LOCAL AND NATIONAL NEWSPAPERS FOR MKHONDO Local Municipality FOR A PERIOD OF THIRTY-SIX (36) MONTHS. The Municipality seeks a print media advertising partner with local and national newspaper buying/planning capabilities for 36 months; bidders must be SARS tax compliant with a valid TCS/PIN or CSD registration and provide the required returnable documents and evidence of capability.

Requirements

• Tax compliance: SARS Tax Compliance Status (TCS) PIN (or proof/CSD) and current tax standing (compulsory).
• CSD: Full Central Supplier Database registration not older than 30 days from closing.
• Corporate proof: Certified copies of company registration; certified IDs for all directors; letters of authority to sign on company letterhead.
• Municipal risk checks: Recent municipal rates statements for the entity and directors (or valid lease with proof of rates).
• Returnables: Schedule 1–7 (board resolution, commitments, addenda, enterprise questionnaire, water & lights, CSD proof, experience).
• MBD packages: MBD 1, MBD 2, MBD 3.1 (pricing), MBD 4, MBD 6.1, MBD 7.1/7.2, MBD 8, MBD 9.
• Experience and personnel: Evidence of prior similar work; CVs and qualifications of key personnel (team leader) per Second Stage criteria.
• Evaluation: Minimum 50/100 functionality; 80/20 price and preference points (specific goals for BBBEE, locality, etc).
• Compliance with MLM policies and regulations; no disqualifications (e.g., in service of the state, arrears >90 days, etc).
• Submissions must be in black permanent ink, sealed, and deposited in the MLM bid box; late or non-compliant bids are disqualified.

• Submission format: Bids on official forms; include original plus copies as required; documents must be in black permanent ink.
