Overview

Appointment of a service provider to provide and implement a fully automated system for E-OPMS, E-IPMS and E-Risk Management at Mandeni Municipality for three years. Bidders should be ICT/software vendors with proven experience in municipal asset/ops management and risk systems, capable of end-to-end implementation and three-year support, and must be registered on the Central Supply Database (CSD). The bid uses an 80/20 PPPFA evaluation across three stages: Mandatory/Functionality, a system presentation, then Price and Specific Goals.

Requirements

• Must be registered on the Central Supply Database (CSD).
• Adhere to the Preferential Procurement Policy Framework Act (PPPF A 2000) and 2022 Regulations; 80/20 allocation; 120-day bid validity.
• Procurement process comprises three stages: Mandatory/Functionality; demonstration/presentation; price and Specific Goals.
• Compulsory clarification meeting: 5 August 2026 at 10:00 (Municipal Council Chambers, No. 2 Kingfisher Road). Attendance is mandatory.
• Bids must be completed under the attached conditions and sealed; late submissions not considered; bids opened publicly at 12:00 on 21 August 2026.
• Non-refundable bid document fee: R600 (inclusive of VAT); payable in cash, debit card, or EFT (bank details on request).
• Specific goals targets include regional and ownership criteria (e.g., region-based scoring, black ownership, women/youth/disability ownership).

• Attend the mandatory briefing on 5 August 2026 at the Municipal Council Chambers; failure to attend will disqualify.
• Ensure registration on CSD and comply with all Conditions attached to the Bid Document.
• Submit sealed bids in the tender box at the Civic Centre reception (2 Kingfisher Road) by 12:00 on 21 August 2026; bids opened in public. Envelopes must display bidder name and Bid No.
