Overview

The Film and Publication Board intends to appoint a service provider to supply a customisable Governance, Risk and Compliance (GRC) software solution including installation, maintenance and three-year support. The solution is to be hosted as a cloud-based, fully managed SaaS with training and ongoing support, delivering integrated risk management, regulatory compliance and internal audit capabilities. Bidders with FPB-appropriate licenses, hosting capabilities and public-sector experience are invited to bid.

Requirements

• Provide, configure, implement, integrate, test, train and support a GRC solution for FPB for three years.
• Modules: Risk Management, Compliance and Internal Audit with end-to-end lifecycle, dashboards, reports, notifications and audit trails.
• Security and collaboration: secure role-based access, audit trails, document management and configurable workflows across modules.
• Hosting and licenses: cloud-hosted, fully managed SaaS; data hosted in South Africa; minimum 99.9% availability; disaster recovery; data export on contract expiry; licenses for Risk & Compliance staff, champions and executives, Internal Audit licences, plus guest access.
• Data and migration: complete export of FPB data and migration assistance at contract end.
• Compliance prerequisites: register on CSD or provide a Tax Compliance Status PIN; tax compliant; no government employees; BBBEE information required for points; hosting/licensing must meet FPB needs.
• Evaluation: four phases (Administrative, Functional, Demonstration, Price/Specific Goals); minimum scores to advance; 80/20 price and specific-goals weighting.
