Overview

Procurement of a service provider to renew and license the Sage 300 People HR & Payroll System for 3 years. Bidders should be ICT service providers with proven Sage licensing/renewal experience, especially in public-sector deployments, capable of cloud-based licensing, API integration (e.g., Time & Attendance), training, and ongoing support. Mandatory qualifications include Sage Partner Certification, CSD registration, tax compliance (SARS TCS PIN), and proof of good-standing municipal rates for company and every director.

Requirements

• Proven track record renewing/licensing Sage 300 People HR & Payroll for public sector, with appointment letters and references.
• Qualified personnel: HR Consultant (NQF6 HRM, 5 years) and Payroll Consultant (NQF6 Finance, 3–4 years); certified qualifications valid within 6 months.
• Licensing scope: 1300 users total, up to 15 cloud users; annual licensing for 3 years; API integration readiness; training and knowledge transfer.
• Maintenance/support: up to 250 hours per year; defined service desk response and KPIs; delivery within 7 days of PO.
• Compliance: Central Supplier Database registration; SARS Tax Compliance Status (PIN) or certificate; proof of municipal rates for company and directors; Sage Partner Certificate/Confirmation.
• Preferential goals: ownership and KwaZulu-Natal location eligibility (ownership by Black persons, Black youth, and Natal location) with applicable points.
