Overview

The tender seeks the appointment of service provider(s) to produce the 2027 Sustainable Development Goals (SDGs) Country Report and 17 related SDG reports for a 12-month period. Bidders should be professional service providers with capabilities in SDG research, data analysis, report writing, editing, and dissemination, and must meet South African public procurement requirements (tax, CSD, B-BBEE).

Requirements

• Compliance with Standard Bidding Documents (SBD1, SBD3.1, SBD4, SBD6.1) and General Conditions of Contract (GCC) + Bid Specification (Annex F).
• Tax and registrations: SARS Tax Compliance Status PIN (or CSD number) and tax clearance; CSD full detail report where applicable.
• CSD registration and/or SARS TCS verification for bid eligibility; no bids from “in the service of the state.”
• B-BBEE: provide a valid B-BBEE status or sworn affidavit (EMEs/QSEs) to qualify for preference points.
• Preference points: under SBD6.1, claim 80/20 (price/Specific Goals) with Specific Goals (Black ownership 10, Woman 5, Youth 3, Disability 2) and provide proof (IDs, CSD reports, medical certificate for disability).
• Reference letters: at least five client references with contact details (Annex G).
• Company documents: CIPC registration, board resolution authorizing the bid, company profile, and related disclosures (Annex J).
• Performance security, delivery terms, warranties, and other GCC provisions apply (see GCC Annexes).
• Firm prices: pricing must be firm for 90 days; VAT included where applicable (SBD3.1).

How to Apply

• Submission deadline: 14 September 2026 at 11:00. Late bids not accepted; bids must be deposited in Statistics South Africa’s bid box at ISIbalo House, Koch Street, Salvokop, Pretoria 0002; post/courier must reach 36 hours before closing. (see Annexes and Cover Page)
