Overview

The tender seeks the appointment of service providers to render event management services for the Free State Social Development across all Free State districts (five districts) for a period of three years. Target bidders are experienced event management suppliers with capabilities in catering, AV, decor, logistics, crowd control, security, and related services; and who meet regulatory requirements (CSD registration, SARS tax compliance, BBBEE/goals, and related contract conditions).

Requirements

• CSD registration and Tax Compliance status, including SARS PIN or a valid TCS/CSD number; or provide CSD registration proof (as applicable).
• Compliance with the PFMA/PPPFA framework, acceptance of GCC and SCC, and completion of required bid forms (SBD 1, SBD 3.1, SBD 3.2, SBD 4, SBD 6.1) and Annexures (e.g., Annexure A for JV).
• Bidders must not be in the state’s service, or have persons in the state service; full disclosure as per SBD 4.
• Specific Goals: claim points under the 80/20 system with supporting documents (e.g., ownership certificates, sworn affidavits for ownership; disability certificate; proof of youth/women ownership; proof of locality within Free State).
• Phase II functionality criteria (reference letters, demonstrated event-management experience, bank/capacity, and regulatory body membership) to qualify for price evaluation.
