Overview

Appointment of service providers for the hiring of motorized water tanker services to support multiple KwaZulu-Natal municipalities for a four-month period. Bidders should be operators with motorized water tankers, capable of rural supply, and able to meet fleet, safety, and documentation requirements (see ZNT 2071/2026 LG).

Requirements

• Central Supplier Database and Tax compliance: register on CSD; provide CSD number or SARS Tax Compliance PIN for each party (including joint ventures); ensure ongoing data accuracy.
• Vehicle and equipment standards: tankers not older than 5 years, ≤150,000 km; roadworthy certificate; lids and corrosion-protected tanks; appropriate pumps (75–100 mm); no flatbeds with plastic tanks; hygienic potable-water condition; GPS tracking installed (Skytrace/equivalent) in all vehicles with client access 14 days before start.
• Water supply logistics: base station pricing per km (15000 or 18000 L tankers); rosters and roving requests; rosters and delivery logs to prove service delivery.
• Insurance and risk: public liability insurance of at least R2,000,000; proof attached.
• Documentation and qualifications: a Project Manager with minimum NQF 6; driver SHE/First Aid certificates; a qualified Safety Officer; references for similar work in last 5 years.
• Compliance and approvals: pre-commencement vehicle inspection by COGTA; all bid forms (SBD 4, SBD 6.1, etc.) completed; CSD/TCS as required; VAT-compliant invoices.
• Contract governance: 4-month term with potential extension; penalties for non-performance; adherence to PFMA, GCC, and SCM policies.
• Briefing and site inspection: compulsory briefing session; vehicle inspections as part of award process. (Refer to ZNT 2071/2026 LG for full specification.)
