Overview

Appointment of service provider(s) for the provision of cleaning consumables, chemicals, and industrial cleaning equipment to SARS offices nationwide. This open-tender invites bidders with cleaning products, equipment, training, and maintenance capabilities to service SARS clusters across the country for a 36-month term (with possible extension). Bids may cover one or more clusters; SARS aims to award no more than two clusters per bidder.

Requirements

• Complete and sign the administrative prequalification documents: SBD 1, SBD 4, and SBD 6.1 (to claim points).
• Register on the Central Supplier Database (CSD) and provide your CSD Master Registration Number.
• Provide three (3) years of annual financial statements.
• Provide a B-BBEE certificate or sworn affidavit and complete SBD 6.1 for specific goals.
• Sign the General Conditions of Contract (GCC) on award.
• Provide three reference letters (last 3 years) and an Ordering Procedures and Billing Plan; deliver a technically compliant solution.
• Price per cluster using the supplied templates; prices must be VAT inclusive and firm for 180 days; do not alter the pricing template.
• Ensure allocation complies with the 2-cluster maximum per bidder; SARS may reallocate clusters per the rules.
• Training, equipment maintenance, and environmental considerations (eco-friendly or bio-based) should be addressed; equipment may require 12-month warranty and 24-month maintenance as per Business Requirements.

• Submission method: proposals in two forms – hardcopy (A4 ring binder) deposited at SARS Tender Office or posted, and an electronic copy on USB; late submissions are disqualified.
• Documents to submit: SBD 1, SBD 4, SBD 6.1; CSD proof; three years’ financial statements; supplier risk questionnaire; B-BBEE certificate or sworn affidavit; pricing schedules; GCC (on award).
• Where to obtain documents: National Treasury e-Tender Portal and SARS website; pricing schedules are cluster-specific Excel files: Cluster 1, Cluster 2, Cluster 3 (e.g., Cluster 1 Cleaning Tender Pricing Schedule_Final.xlsx; Cluster 2…, Cluster 3…).
• Registrations: bidders must be on the Central Supplier Database and compliant with tax/VAT requirements.
• Note: Pricing must reflect Year 1 with escalations for Year 2 and Year 3; training and manuals to be provided; cluster-based awards and possible changes to site lists during the term.
