Appointment of Service Provider(s) into a Framework Agreement to deploy security guards on an “as and when” required basis for a period of three (03) years, at the KwaZulu-Natal province.

Overview

Procurement of security guard services via a framework agreement for KwaZulu-Natal, for a period of three years. Open to security service providers with valid PSIRA registration, KwaZulu-Natal presence, and capability to deploy armed/unarmed guarding, escort, and related security tasks on an as-needed basis. Bids will be evaluated on administrative responsiveness, mandatory/functional criteria (including PSIRA, NBCPSS, PSSPF, COIDA/UIC, UIF, insurance, and firearms licensing), and risk assessment.

Requirements

• PSIRA registration for company and directors, PSIRA letter of good standing; NBCPSS affiliation or exemption; PSSPF compliance; COIDA/DOELFEM/RMA; UIF EMP201; Public liability insurance min R10,000,000; presence in KwaZulu-Natal (PSIRA satellite office).
• 9mm and shotgun firearms licences for the company’s guards (with SAPS licences).
• Tax compliance: TCS PIN or SARS/PIN via CSD; tax clearance where applicable; CSD registration if no TCS.
• BBBEE suitability; local production/content considerations if designated; transformation plan if requested.
• CIDB registration (if applicable) and authority to enter into JV/consortium if bidding jointly.
• Compliance with GCC 2010 and Sentech bid conditions; proof of capacity to subcontract and sign contract.
• Complete set of mandatory returnable documents as per list (SBD forms, resolutions, company profile, tax/insurance certificates).
