Overview

Appointment of service provider/s to implement the Artisan Recognition of Prior Learning (ARPL) for a Chef Occupational Qualification NQF Level 5. The Department of Tourism seeks proposals to deliver ARPL for 25 Chef learners per province (KZN and WC), to be completed within 6 months, in line with QCTO, NAMB and SETA requirements.

Requirements

• QCTO accreditation as an assessment/trade test centre in the bidding provinces (KZN and WC).
• COIDA certificate.
• Complete Annexure I specifying the bidding province.
• Tax compliance: provide SARS PIN (and/or TCS certificate); if in a consortium, each party submits separate TCS/CSD as required; if no TCS, provide CSD number.
• Returnable documents: Annexures A–F, CVs with qualifications, assessor and moderator credentials (NAMB), B-BBEE affidavits (D/E/F as applicable), CSD full report, and other registration documents.
• Demonstrate relevant ARPL/RPL experience, project team qualifications (PM with Culinary/Hospitality background), and assessor/moderator qualifications (NAMB-accredited).

• Submission method: sealed bid delivered to the Tender Box at Tourism House, 17 Trevenna Street, Sunnyside, Pretoria 0002; ensure register is completed.
• Documents to submit: official SBD4 and SBD6.1 forms (and other Annexures A–F) including CVs, assessor/moderator letters, QCTO accreditation, COIDA, SARS PIN/CSD as applicable. (See BIDDING DOCUMENT - NDT0007-26.pdf for details.)
• Pre-qualifications: valid QCTO accreditation in the specified provinces; COIDA; Annexure I completed.
• Other: bids evaluated on 80/20 price–preference points with 20 points for specific goals; minimum 70/100 functionality to proceed to price/preference stage; project plan, timelines, and budget requirements must be included.
