Overview

Procurement of a service provider to evaluate and assess Overberg Water's current tariff model. The RFQ targets professional financial consultants (firms or individuals) with senior finance qualifications to perform an independent tariff-model review, including multi-year projections and socio-economic impacts, for Overberg Water Board (Western Cape).

Requirements

• Compulsory briefing session: 14 October 2026, 11:00, venue as stated (RFQ OW-019/2026/27).
• Mandatory registrations and pre-qualifications: register on the Central Supplier Database (CSD); provide CSD PIN/TCS, tax status; COIDA compliance; CIPRO registration; VAT status; BBBEE certificate or sworn affidavit.
• Returnable documents: complete all six returnable schedules and SBD forms (SBD1, SBD4, SBD6.1) and submit the pricing schedule (SBD3.1).
• Qualifications and experience: Project Director with finance professional status (CA/SA or Master’s in Economics/Finance); Tariff & Financial Modelling Expert; Stakeholder Engagement Specialist; Advanced Excel and financial modelling capability; evidence via CVs and reference letters.
• Compliance and governance: CIDP/CSD evidence, Joint Venture documentation if applicable, COIDA letter (or equivalent), CIPRO/CIPC registration, and proof of tax compliance.
• Evaluation framework: 80/20 price-preference (or PPPFA as applicable) with 20 points for specific goals such as B-BBEE status, location in Western Cape, and ownership categories; minimum 75/100 in functionality to advance.

Return bids in a sealed envelope, reflect the RFQ number and description, and deposit at Overberg Water Board’s Corporate Office, Somerset West (Trident Park 3, Ground Floor, 1 Niblick Street). Submit hard copies of all Returnable Schedules and official forms; bid documents may be obtained from the attached RFQ (RFQ OW-019/2026/27).
