• Qualifications for key personnel: Project Director with CA/SA or Master’s in Economics/Finance; Tariff & Financial Modeling Expert; Stakeholder Engagement Specialist; all with CVs and relevant experience (public sector tariff projects, advanced Excel/AI-enabled modelling).
• Functionality and evaluation: 75/100 minimum for functionality; 80/20 price/criteria with 20 points for specific goals (B-BBEE, location in Western Cape, etc.).
• Deliverables pricing: Inception, tariff structure review, multi-year impact assessment, stakeholder engagement, tariff documentation, final report; pricing schedule to be submitted with the bid.
• Documentation integrity: six mandatory schedules and associated forms must be signed; ensure CSD status aligns with requirements.
