Overview

Appointment of service provider to provide support, maintenance and development/configuration on the JDE Enterprise One System for a period of three years. Bidders should be Oracle JDE Enterprise One specialists (Oracle-accredited partner) with government/municipal JDE experience, and must meet SCM, CSD and vendor-registration requirements.

Requirements

• Compulsory clarification meeting: 13 July 2026, 10:00, 8th Floor Boardroom, Rennies House, Durban (see attached tender doc).
• Queries: email by 23 July 2026; consolidated answers posted by 30 July 2026.
• Registrations: must be on National Treasury CSD as a service provider (MAAA number) and on eThekwini Municipality’s supplier portal; CSD and municipal database registrations are required.
• Tax and compliance: Tax Clearance Certificate or Tax Compliance Status PIN; MBD 4, 5, 6.1, 8, 9; Declaration of Municipal Fees; Occupational Health and Safety declaration; joint venture provisions if applicable.
• Experience and credentials: at least 2 relevant government/municipal JDE Enterprise One projects (9.1+) in the last 10 years with client references; must provide client letters with specified details; must be Oracle-accredited within the last 12 months; mSCOA experience or attendance evidence.
• Returnable schedules: complete all listed forms and certificates, including Authority of Signatory, MBDs, and supporting documentation; include 2 reference letters, company certification, and mSCOA confirmation (see SCT/Section 4).

• Documents to submit: Official Tender Form (Section 9), Authority of Signatory, Tax Pin/Tax Clearance, Declaration of Municipal Fees, Occupational Health and Safety, MBD 4/5/6.1/8/9, JV agreements if any, and additional Annexures (see Section 4).
• Deadlines: Closing date 7 August 2026 at 11:00; late submissions are not accepted (no faxes/emails).

• Evaluation: three-stage process—Mandatory Requirements, Functionality (minimum 70/100), then Price and Preference (90/10 or 80/20 depending on lowest acceptable bid); price must follow the official pricing schedule.
• Special notes: potential single award with price negotiations within 10% of the most responsive acceptable offer; compliance with all SCM and ACT requirements; formation of a binding contract (MBD 7).
