Overview

This invitation seeks a service provider to facilitate a Market Link Growth Programme for twenty MSMEs for the Department of Economic Development, Tourism and Environmental Affairs (EDTEA) over six months. Bidders should have expertise in market access/linkage, MSME development, trade facilitation, and project-based consulting, and must meet statutory procurement requirements (CSD registration, SARS tax compliance, etc.). Requirements

• Central Suppliers Database (CSD) registration and number; otherwise provide SARS Tax Compliance Status (TCS) PIN (each party in a consortium must have its own) (Q28 EDTEA 2026/2027).
• SARS Tax compliance: provide PIN/TCS or CSD number; no bids from state employees or their close associates (Q28 EDTEA 2026/2027).
• Complete returnable documentation: SBD 1, SBD 3, SBD 4, Section I (Preference Points), Section J (Briefing/Certificate), Annex A TOR, Annex B/C/D as applicable (Q28 EDTEA 2026/2027).

• Written contract required if successful (SBD 7) and adherence to Treasury Regulations 16A and KwaZulu-Natal SCM Policy Framework (Q28 EDTEA 2026/2027).
